With numerous problems among the department’s vehicles, the Seward County Appraiser’s office is looking to replace three of them in its fleet.

Lina Hill from the appraiser’s office presented bids from three local car dealerships to change out a 2001 S-10 pickup, a 1994 F150 pickup and a 2004 Chevy Tahoe to Seward County commissioners Monday.

Hill first explained the problems with the S-10.

“We went to start the vehicle,” she said. “We had no heater, no air conditioner, blower motor. We took it down to get it analyzed and looked at to see what was wrong. It worked at that point, but it’s intermittent. It works and then it doesn’t work. I’m told if it’s a blower motor, it’s about $125 to fix. It could be just a fuse.”

Hill said the pickup also had a severe tapping.

“We started it one morning, and the motor was knocking so severely that I could barely hear myself think when I was on the phone trying to call someone to fix the problem,” she said.

Hill said it is possible that the motor on the vehicle could be ruined, and replacement of that motor with a used motor is estimated at about $3,000, with a brand new motor costing about $4,600.

“Knowing those tidbits of information, I have a couple of vehicles in mind if the board wanted to replace one or both of the vehicles,” she said. “The first bid that I have is for a 2004 Chevy Tahoe. Stu Emmert has worked on S-10 pickups, so they are aware of the inner workings of that vehicle.”

Of three bids, Hill said Stu Emmert was the only one who gave a trade- in offer for the appraiser’s office’s current vehicle.

The estimate from that business was for $14,950 less $2,000 for the trade-in for a final cost of $12,950, according to a bid sheet obtained from the county.

On the next page of the bid specs, Stu Emmert’s upped the trade-in value to $5,500 if the motor was replaced on the S-10, which Hill estimated the cost of at $4,600.

The next bid was from Rick’s Auto Sales for a 2004 Jeep Grand Cherokee Laredo.

“He wouldn’t give an opinion simply because he doesn’t know anything about the S-10,” Hill said. “That’s why there’s no trade-in allowance – $9,200 for it.”

Chrysler Corner had a bid for 2004 Jeep Liberty Renegade for $13,900, with no trade-in value.

Hill said the appraiser’s department has been without the S-10 for quite some time now.

“It’s the height of our business season for setting values,” she said. “We have to send the values in the mail to property owners on or near March 1. We’re actually paying out mileage because we’re using personal vehicles. I do feel the 2004 Tahoe is a very workable vehicle for our office. In the event the commissioners would replace the 1994 F-150 and the 2001 Chevy, we feel the Tahoe in conjunction with one of the other vehicles would be an excellent fit given our needs.”

Commissioner C.J. Wettstein made a motion to purchase the 2004 Chevy Tahoe with 63,000 miles from Stu Emmert Chevrolet at a cost of $14,950 less the $2,000 for a trade-in the 2001 Chevy S-10 pickup as is for a net price of $12,950 and also purchase a 2004 Jeep Grand Cherokee Laredo with 53,000 miles at a cost of $9,200 with the funds to come from equipment reserve fund capital improvement plan.

“We’d also waive the purchasing policy as to the advertising requirements since the requested vehicle is a used vehicle contingent upon inspection of the vehicle and approval by the appraiser’s office,” he said.

Commissioners voted unanimously to accept the motion.
