Everything from the city’s audit contract to the community recreation center will be up for discussion with the Liberal City Commission at its next meeting this evening beginning at 5:30. 

Up first will see city staff asking the commission to approve the 2016 audit and the contract for the 2017 audit with Hay, Rice and Associates. 

Up next for the commission will be discussion of a Rural Housing  Incentive District (RHID) for Phase 1 of the Jewell Street project after a public hearing, which the public is invited to speak during. 

“The development will consist of eight single-family houses,” the agenda information noted. “The  RHID funds will cover the costs of water, sewer, drainage, sidewalks, curbs and gutters, parking, lighting and any costs associated which are not building-related.”

The next department to make its requests will be the Solid Waste Department, who will be asking for solid waste chassis and collection barrels. 

“The Solid Waste Department’s 3-yard container collection fleet currently has five Freightliner trucks with 30-yard round collection barrels,” the agenda information noted. “Two of our 2005 Freightliners had their barrels rebuilt in 2012, which extended their lives an additional five years. As we are experiencing increased operational and maintenance expenses and these two trucks are approaching the end of our life cycles, we would like to be able to update our fleet with two new heavy-duty chassis with square collection barrels. The two trucks we would replace would be utilized for back-up.”

The Liberal Police Department will also be on hand this evening to speak to the commission. The first of the police department’s requests will be to accept an award from Kansas Department of Transportation for the “Click it or Ticket” campaign earlier this year. 

“KDOT awards participating agencies an equipment incentive based on their participation and performance. This award is limited to the purchase of traffic enforcement-related items,” the agenda information noted. “The police department was awarded $1,763 for its participation this year.”

The department’s second request will be for the purchase of wireless microphones and push-to-talk systems to finish outfitting the motorcycle officers. 

Up next will be discussion of the community recreation center. 

“The city manager was unable to attend the Focus on the Future meeting that took place Aug. 30. The president of the Focus on the Future committee was notified of this and the Liberal City Commission would be happy to arrange a public meeting to answer any questions,” the agenda information noted. “The president of the Focus on the Future Committee declined the meeting until after the new city commission is put in place in Jan. 2018. Therefore, it would be proper to allow the new city commission in Jan. 2018 to make the decision of the future community recreation center. There has been discussion by the Focus on the Future representatives that the community recreation center should be put to a public vote prior to approval by the Liberal City Commission.”

To conclude the meeting, the commission will be asked to approve a public utility easement in association with the Pinnacle Developments construction project in north Liberal.
