Billy “Bill” L. Francis, 59, died Monday, Nov. 25, 2013, at his residence in Liberal.
He was born July 1, 1954, the son of James L. and Evelyn Grace (Hamlin) Francis, in Gallup, N.M.
He married Carol Ann House on April 11, 1981, in Grants, N.M. She survives.
He graduated from Grants Senior High School in 1972. He then attended DeVey Institute of Technology and graduated in 1974 as an electronics technician.
He owned and managed the Beaver Motel with his wife, in Beaver, Okla.
He traveled the United States for six years to work for GTE-Lenkurt installing Telcom Systems.
He moved to Liberal in 1981 and was employed with Panhandle Eastern Pipeline Company for 15 years and later became a Instrumentation and Electrical Tech for KN Energy, now known as Oneok Field Services. He worked for them for the past 15 years until his death.
He enjoyed coaching with Kids Inc. program and was a Cub Master of Pack 73 and assistant Scout Master of Troop 73. He also was involved with “That” Liberal Band as President and Vice President for several years. 
Other survivors include his mother,  Evelyn Grace Francis, Grants, N.M.; sons, Christopher Francis, Beaver, Okla., Kevin Francis, Liberal; daughter, Kelli Francis, Manhattan; brother,  Robert James Francis and wife, Lucia, Grants, N.M.; sisters,  Vikki Brown and husband, Michael, Grants, N.M., Judy Serna,Grants, N.M.; and two grandchildren, Christian Butler-Francis and Brenden Bralley.
He was preceded in death by his father, James L. Francis; and brother-in-law, Ernest Serna.
• Funeral service will be at 10 a.m. Friday at the First Baptist Church.
Burial will take place in Liberal Cemetery.
Friends may call from 9 a.m. to 8 p.m. Wednesday at Brenneman Funeral Home.
Memorials are suggested to the American Cancer Society in care of Brenneman Funeral Home 1212 W. 2nd Liberal, KS   67901.
