Tonight’s city commission will discuss a grant from Kansas Housing Resources Corporation.

On Oct. 11, KHRC announced a grant award of $350,000 to the City of Liberal for a Moderate-Income Housing Grant, and this grant will contribute to fund the development of property where 48 apartments in Northeast Liberal will be built. Grant funds can be used for water, sewer, and street development. Kansas Housing Resources will forward a grant agreement to finalize the process.


Staff is requesting permission to accept the Moderate Income Housing Grant from Kansas Housing Resources in the amount of $350,000 and to enter into the grant agreement with KHRC.

This item will be presented by Housing & Community Development Director Karen LaFreniere.

KDOT is required for all Public Transit agencies to submit a Title VI Plan for their approval last month.

Staff recommends approval of this plan.

Mid-America Air Museum is requesting authority to spend $10,200 and retain Randy’s Professional Painting LLC to sandblast, prime, finish and detail the United States Marine Corps Museum Program’s F-8H.

Corrosion control, painting and stenciling for the F-8H “Crusader” on conditional loan from the United States Marine Corps Museum Program.

According to MAAM director Jim Bert, “This long overdue project will bring us into compliance with our contractual commitment for that aircraft.”

On Aug. 27, 2013, the city commission approved the Mid-America Air Museum’s concept for a winter, spring 2015 project of “Megalodon: Largest shark that ever lived.”

Mid-America Air Museum is also seeking the approval of the agreement with MAAM Foundation, subject to review and approval of the city attorney, and approval of the exibition agreement with the Florida Museum of Natural History, subject to the review and approval of the city attorney.

Liberal Housing Authority is requesting that Linda K. McMechan be appointed in time for the next meeting of LHA Nov. 13.

According to South Kansas Avenue Project, the Capital Improvement Plan represents a vigorous commitment by the City of Liberal to improve its transit system, and in CIP, street improvements are set to begin in 2014 and continue to 2021.

Kansas Avenue is divided into three phases over a three-year period. In 2014, Phase 1 will include Pine Street to the railroad tracks. Phase 2 and 3 would come in 2015 and 16.

Financially, it will be $937,970, and $165,000 has been allocated already.

The staff is recomending that $772,970 be approved and transferred from the streets, drainage and other capital improvements portion of the one-cent sales tax for Phase 1.

There will then be a 20 minute Executive Session per K.S.A. 75 - 4319 (b)(1) regarding personnel matters of nonelected personnel.
