City to discuss adding 1/2-cent sales tax for school expansions to ballot for public approval at today’s meeting

Tonight’s city commission meeting at 6:30 p.m. will involve the Final Reading of Ordinance No. 4414, the adoption of 2013 Edition of the Standard Traffic Ordinance (STO).

The STO was published by the League of Kansas Municipalities to incorporate all the state traffic laws and if adopted, the STO will go into effect on Saturday.

The Final Reading of Ordinance No. 4415, the adoption of the 2013 Edition of the Uniform Public Offense Code (UPO), will also be covered tonight. If adopted, UPO will go into effect Saturday.

USD No. 480 Board members will make an appearance regarding school financing once more.

The Liberal Metropolitan Area Planning Commission reviewed a re-plat of Southlawn Garden Addition, Lots 4, Block 1, of a portion of Southlawn Garden Addition to the City of Liberal.

The City of Liberal is the owner of this property and the request for the re-plat of this property is to allow the city of Liberal Housing Department to use this property for the self-help housing program.

It is the recommendation of the planners to forward the re-plat of Southlawn Garden Addition, lots 1 through 4, block 1, to the city commission for acceptance of the proposed re-plat.

This item will be presented by zoning administrator Kory Krause.

The Liberal Fire Department will present a bid for a set of extrication equipment (Jaws of Life). The extrication equipment south of the railroad tracks is no longer available due to aging more than 30 years, failure and limitation of repairs.

The city hall roof has had numerous leak issues, according to finance director Chris Ford.

The staff is recommending consideration to proceed with the quote from White’s Roofing, LLC, in the amount of $111,472.0, to be funded from the equipment reserve fund.

The City of Liberal contracts uniform services from Aramark Uniform Company. The contract has been in in place under the terms of agreement, which include a one-year period from April 1, 2011, through March 31, 2012, with two additional one-year renews not to exceed March 31, 2014.

The staff is recommending the city issue a letter to Aramark to discontinue services with the company, with 30 days legal notice, to terminate on Nov. 30, 2013.

The staff will also recommend to enter in a working agreement with Unifirst Corporation to provide uniform and miscellaneous services for the City of Liberal.

Lastly, there will be a 20-minute executive session per K.S.A 75-4319 (b)(1) regarding personnel matters of nonelected personnel.
