After last meeting’s request of a half-cent sales tax between USD 480 Board of Education members and the city made the chamber grow a few degrees hotter, some could possibly be wondering what’s in store for the meeting at 6:30 p.m. tonight.

An award, proclamation or presentation regarding Fire Prevention Week will be made.

Teresa Stevens  has discussed the desire to become a board member of Liberal Housing Authority. She is to complete an application with the city to become a board member should the need arise for one.

A contract, proposed by Hay & Rice Associates, chartered, for the audit of the City of Liberal will be discussed as well.

The contract will audit the financial statements of the governmental activities, the business-type activities, the aggregate discretely presented component units, each major fund and the aggregate remaining fund information, including the related notes to the financial statements, which collectively comprise the basic financial statements of the City of Liberal as of and for the year ended Dec. 31.

The first reading of Ordinance No. 4414, adoption of 2013 edition of the Standard Traffic Ordinance (STO), will be presented by City Clerk Debbie Giskie.

The city must adopt the new edition in order to have it enforced by the law enforcement and court systems. The STO was published by the League of Kansas Municipalities to incorporate all the state traffic laws, and it was drafted by legal counsel.

Ordinance No. 4414 deals with vehicle accidents, school zones and traffic fines in construction zones. Violations regarding traffic in a construction zone or school zone will be double the fine specified on the regular traffic fine schedule.

The first reading of Ordinance No. 4415, Adoption of 2013 Edition of the Uniform Public Offense Code, will also be covered tonight.

The City must adopt the new edition in order to have it enforced by the law enforcement and court systems.

There has been a request by a developer for an additional district to be added to the current Rural Housing Incentive Districts. The property is located in Village Plaza in Northeast Liberal.

Housing and Community Development Director Karen LaFreniere will present this item.

Solid Waste Director Frank Holman is requesting the purchase of 72 3-yard containers from Downing Sales for $33,116 and 75 poly-carts from Ameri-Kart Corp. in the amount of $5,487.

The Solid Waste Department needs poly-carts and 3-yard side load trash containers due to growth and normal wear. Their 2013 budget would fund these containers.

Information Technology Supervisor Tim Luncefor is requesting the commission approve the purchase of the contract with SPSV AR to install version V7R1 at a cost of $4,375 funded from the equipment reserve fund in regards to the IBM Server Operating System upgrade.

Liberal Housing Authority has a vacancy created by the resignation of Marybettie Tabor effective Sept. 15. The Liberal Housing Authority is recommending the appointment of Pat Allsbury to fill the unexpired term of Tabor expiring March 31, 2016.

The commission is then to go into executive session regarding confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts and individual proprietorships.
